is it legal for a collection agency to harass me for medical bills that were billed to medicare and medicaid,because of failure of facilities to bill on time?

Not if they both are participating providers......however to be sure call Medicare and ask them if you are liable for the bill. Or check your explanation of benefits that had the denial listed to see if it states you are liable.
